INPEX is developing a blue Hydrogen and ammonia project at the Port of Houston in Texas in partnership with Air Liquide Group (AL) and LSB Industries (LSB). The project is expected to utilize an existing ammonia terminal and site owned by Vopak Exolum Houston at the Port of Houston, and pre-FEED work was completed in September 2024.
The Port of Houston is one of the largest industrial areas in the United States, and the project site lies in the vicinity of a concentration of infrastructure including natural gas, hydrogen, and CO2 pipelines. In addition, the Port of Houston is one of the most accessible major ports on the Gulf of Mexico, facilitating efficient transportation operations.

The project aims to commercially produce 1.1 million tons of blue ammonia per year, and offtake discussions are underway with potential customers in Europe and East Asia, including Japan.
